CHAPTER ONE

  1. INTRODUCTION

1.1   BACKGROUND OF STUDY

Manpower planning and development as a function of management is highly indispensable in the achievement of organizational objectives. There is need to plan for the various resources such as human, material and time, etc, in order to achieve stated objectives. It should be noted that it is the function of the personnel to combine the various resources in an appropriate manner in order to actualize the objectives of the organization. In this globalized era, there are increasing claims that the route to competitive advantage is achieved through people. In a situation where identical non-people resources in the form of finance, raw materials, plants, technology, hardware and software are made available to competing organizations, the differences in economic performance between organizations can be attributed to differences in the performance of the organizations workforce.

In other words, the calibre of the human resources in an organization determine the success or failure of an organization, hence, justify the rationale to plan for, and develop the personnel in various units of the organization in order to achieve the stated goals. According to Ake (2001), the development of indigenous manpower to serve as the propelling force for national growth and development is no doubt a key to Nigeria’s socio-economic and political development. This is quite indispensable considering the argument of the concept of transfer of technology as a propelling force for the development of the developing countries of which Nigeria is one (Ake 2001).

However, it is important to state that the lack of adequate emphasis on manpower planning and development as a tool for development in Nigeria on the part of government as well as the organized private sector could not be far-fetched from the lack of understanding of both the concept and methods for manpower planning and development in a postcolonial Nigerian State in which the process of manpower planning and development for national growth was distorted by colonialism with it attendant negative orientation that was injected into political leadership (Ekpo 2009). Thus, manpower planning and development became an elitist design that was geared to favour capitalist mode of production in which labour was relegated to the background among the factors of production (Omodia, 2009).

Basically, manpower planning and development involves applying the planning process to human resources in the organization. The need to invest massively in manpower planning and development in recent time cannot be over emphasized if the achievement of organizational objectives is to be realized. No wonder, Armstrong (2010) argues that the role of human resource planning and development in the achievement of organizational objectives is an art and science in its own right.

1.2   STATEMENT OF THE PROBLEM

        Manpower planning on organisational development might not be obtained due to lack of organisation of workshops, availability of working tools, proper supervision and making the satisfaction of customers their responsibility. Finally, several research has been carried out on the influence of Human resources management on the performance of an organisation but not even a single research has been carried out on the impact of manpower planning on organisational development (a case study on Nigeria Brewery plc.)

1.3   AIMS AND OBJECTIVES OF STUDY

        The main aim of the study is to determine the impact of manpower planning on organisational development. Other specific objectives of the study include;

  1. to determine the effect of manpower planning on organisational development of Nigeria Brewery plc.
  2. to determine the factors affecting manpower planning and its influence on organisational development.
  3. to determine the extent to which manpower planning affects organisational development.
  4. to proffer possible solutions to the problems.
    1. RESEARCH QUESTIONS               

1      What is the effect of manpower planning on organisational development of Nigeria Brewery plc?

2      What are the factors affecting manpower planning and its influence on organisational development?

3      What is the extent to which manpower planning affects organisational development?

4      What are the possible solutions to the problems?

1.5   STATEMENT OF RESEARCH HYPOTHESIS

H0:   Manpower planning has no significant effect on organisational development.

H1:      Manpower planning has a significant effect on organisational development.

1.6   SIGNIFICANCE OF STUDY

        The study on the impact of manpower planning on organisational development will be of immense benefit to the entire Nigeria Brewery plc in the sense that it will enable the staff and management of Nigeria Brewery Plc to put in more fund and resources in the development of an organisation; it will also enable them to organise the more workshops and seminars for the staff for better performance. More so, the organisation will as a result of this study will be able to put all in place all the needed tools for work in other to bring out the best performance in the organisation. Finally, the study will contribute to the body of existing literature and knowledge to this field of study and basis for further research.

1.7   SCOPE OF STUDY

        The study on the impact of manpower planning on organisational development is limited to Nigeria Brewery Plc.

1.8   LIMITATION OF STUDY

Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.

1.9   DEFINITION OF TERMS

Manpower:      Is the Human effort, mental or physical, exerted in the production of goods and services.

Planning:         Is a process concerned with defining ends, means and conduct of every level of organizational life. It is a management activity which begins by defining the aim and objective of the organization.

Organization:          Is the process of dividing work into convenient task or duties by creating and maintaining like group to achieve specific objective.

Manpower planning:               Manpower planning is a process which aims to ensure the efficient use of people through making sure that the right number of workers are in the right place at the right time, possessing appropriate range of skills and expertise. Manpower planning seeks to maintain and improve an organization ability to achieve corporate objective by developing strategies which are design to increase the present and future contribution of manpower.
